Plenty of people have had far worse childhoods without stealing from people who are not at fault for their shitty childhoods.

Also, teenagers are not “kids.” Most of history counted them as adults. Most of evolution, too, if biology is anything to go by. People don’t magically reform on their own. They need an external incentive to clean up their act. What that best incentive is could be disputed, but ignoring a tendency to break the law won’t make it go away.

The “cringy tiktokers” are the ones who broke the law. Granted, for something like theft I would be content with arresting the parents instead if they were parents of literal children (violent crime is a different matter) but they are not literal children. Most societies knew this, it’s just dumb luck that parents who want to hold on to their infantilization of their spawn have aligned interests with kids who want a “get out of consequences free” card in this modern era.

Banning Tiktok just make them migrates to other websites, the one who we need to cure is the kids (or teenagers, or anyone else), these people need to know that:

1. Stealing is bad, it is a CRIME
2. Vandalism is also bad and bring harm to the environment or whatever they are destroying or ruining
3. Real comedy is the one that actually funny and makes no bad effect and/or brings atrocities towards other people
4. Internet follower is not the reason they should do these crimes (listen here, let's view followers on any website as subscribers, anyone who waits for our next upload, not a collectible)

4channers' role in the world might be negligible, it might be significant, but either way, ignoring them won't make them go away. (Also, they're not all bad, but even if they were, ignoring them would just let them do their harms without their detractors getting a closer look at what makes them tick.)

Better idea; engage with 4channers and Tiktokkers alike. If they break the law, prosecute them. If they break no existing laws but what they are doing is wrong, immerse yourself among them to figure out how best to disincentivize their bad behaviour.

Of all the middle grounds in the world, to split the difference between banning Tiktok and embracing Tiktok by "ignoring Tiktok" would be the kind of middle ground that is the worst of both worlds. Trying to ignore 4chan is bad enough, but ignoring an app subordinate to the government of one of the most notoriously powerful dictatorships on the face of the Earth is a recipe for disaster.
