They don't have the skills or work ethic to do only legal means of earning money. Or they perhaps notice that crime can be more profitable than their legitimate job, provided they don't get arrested or caught. Plus if they're in a gang or larger organization, they might get protection or power/status they might otherwise not get and don't mind parting with some of the profits in exchange.

You truly do have no idea what NYC is like. New York gun restrictions have driven both Black Market and Legal gun prices sky-high. Assuming they use an M4/M4A1 Carbine, they would need to pay about 1.50$ per round, probably anywhere between 2,500-5,000 per gun, and god knows how much for helmets, body armor, etc.

You don’t necessarily need to invest in body armor and helmets if your plan is to generally have the first shot advantage and you focus on hit and run.

Also, you don’t have to go carbines… nothing wrong with more small caliber firearms. I don’t think their plan would be to openly engage a whole army heads on.

Military veterans usually don't have financial problems or become homeless, unless they're from the enlisted ranks and quit/leave the military but fail to transition to a civilian role using their previous skills/education. People in the military are more likely to be economically fine indefinitely, provided they stay in military service long enough to receive a pension or if they're of the Officer ranks.

Actually, the weapon of choice for criminals now is the Glock, and some extremely high level criminals use AR-15s or similar. Criminals know the ATF will shoot their dog and bring in the army solely because their gun had an illegal stock.

Also the smarter ones recognize that after they use it they have to get rid of it (harder now the genius guns for toys program was stopped) and the dumb ones can’t afford it, so they don’t have the same mindset about gun purchases. These are street thugs, not suburban weekend warriors.
