Banning 'femboys' is also a bit misleading if I understand the situation correctly, as it's more so to remove K-pop-esque media and subsequent influences within the media than being against 'femboys'.
And China banning fandoms and idols is relatively accurate from how I understand, but of course it could also be an exaggeration.
Personally I think a more accurate thread title would be "China restricts gaming and femboys, bans fandoms and idols", but that's just my opinion
The femboy ban (yes, actual words here) is more strict in that it bars any and all media depicting men in effeminate roles or with effeminate depictions, be it fictional or real. So quite literally a buff guy in a maid costume as a mild joke is barred, along with Astolfo from Fate... Under the same blanket ban.
Futhering this, it also bars males from appearing feminine in media, which is on a case-by-case basis, so quite literally they can pick out a random person from a reality show who seems "feminine" and slap them with a fine before scrubbing the show off-air for the forseeable future or simply scrubbing out any and all instances of said person from future airings/reruns while booting them off the show entirely.
