It’s not a guarantee the courts would overturn it. It’s very likely they’d uphold it given their lean in Texas. What does the first amendment have to do with this?

They do realise they're not in state right? Good luck getting them. They can see if DC will extradite but that's not going to happen, and Texas doesn't have jurisdiction to dispatch law enforcement into another state.
