Well, sure, that the illegal harassment is (so far ?) localized instead of being widespread is some amount of relief, but it doesn't change how illegal nor how wrong the mere existence of it is.

My point wasn't pretending it were equivalent. But that prentending that an openly harmful, illegal behavior doesn't matter much because it happened only a dozen of times is silly and won't hold in a court of law.
