tbf I know of a Guard armory here in the States and it's unguarded 99% of the time, could probably just roll up at night with boltcutters and stuff like that and make off with tons of stuff

As an NCO he probably had a small amount of troops under his command. He probably requested a resupply for the men under his command and then stole it.

Technically Corporal is an NCO rank in various armies. Not in Belgium though.

In some places it is an nco, in some places a corporal ain't a but a higher corporal rank is, but one can't rely on that because some places have higher corporal ranks that still are not nco's. This confusion is why the NATO rank scale exists.

again: he is a corporal in the belgian armed forces, and as such not an NCO in any capacity.

Corporals are considered junior NCO's in a lot of armed forces. They are also, iirc, considered such in the US Army and Marine Corps.
