Well, the crew was detained but quickly released and the plane was taken apart to be studied before it was returned to the US, but otherwise you got it right.

actually in a way most Western countries are no longer really represented by their political leaders, they just happen to be a figurehead, the majority of decisions relies on their populations, so in a way we are slowly progressing toward anarchy, just without all the usually associated violence with it.
