The IRS can have as large a budget as it wants, but if Biden would like to get at the money that isn't being collected because of perfectly legal tax schemes then he's going to have to change the law. Do you think that even the current democratic party fancies going after these schemes, especially given how many of their corporate backers make a lot of money from them?

Then cut wasteful areas? The military, social security and the various social programs that the US currently has are exercises in wastefulness. It is still the case that private investment will create a higher return for your retirement than social security would.
