One thing that sets neoliberalism apart from other forms of tyranny is that it really forgoes the strong cult of personality you see in a fascist or Marxist country. Trump was the exception to the rule but usually instead of having one big brother figure, neoliberal societies are run by entire systems of power, and they tend to keep power not through a cult of personality but through rampant nihilism and materialism. The way things are now is how they usually have been going back before Trump. You have a president, a congress, lower level state governments, the military, the national guards, the FBI, the NSA, the Department of Homeland Security, other bureaucracies of the executive branch, lower level state and local governments and local police forces and of course the figurative 4th branch of the government which is mainstream media. Instead of having a dictatorship, what we have is a plutocratic oligarchy.
