That sounds like very artificial and meaningless rules just created ad-hoc to justify your ideology. People's gene, skin color, or place of birth of their ancestors don't really matter. Where you grew up and spend your formative years (childhood/teenage) is what matters the most, but even that can be offset by living for long enough in a place. And in which social class is also very important - if there is any "separatism" in France, it's not from the Muslims, but from the ultra-rich who live in their own universe.

A religion and a political ideology are two different things, even if course there are some influences between the two. A Catholic can be anything from Liberation Theology or Franquist. An atheist can be anything from marxist to libertarian. The same goes for all other religions. An Islamist is to a Muslim what a Franquist would be to a Catholic - someone who wants to impose his religious view to the population through an authoritarian government.
