The local police probably dropped the ball in how he was detained, yes the police are supposed to intercept someone passing counterfeit currency but I suspect that the US Secret Service would've done a better job in handling this, being that anti-counterfeiting is one of their main missions and they're federal agents. The issue is that you can be using a fake bill and not even be aware of it, because physical currency can change hands so frequently for small transactions.

The counterfeit bill perhaps wasn't the worst fake out there, because usually you can just tell by touch alone if a treasury note isn't of the right paper that is used for money and if anything looks too out of place, it'd more likely be set aside for further verification. Anti-counterfeit pens are said to sometimes give false positives on bills that're too old but are otherwise genuine but would get marked as fake because its not the same as current US currency.
