He must've noticed that people hadn't been talking about him for about 30 minutes and decided this was a good idea

The difference between the likes of your or I coming up with silly job titles for ourselves and Elon Musk doing it is that he's doing propaganda. He wants to have the public image of an eccentric genius, probably just because he's a sad loser who wants to be cool, but he's also built up a fanbase of people who think that the future of humanity depends on this sad loser getting to run his giant corporations any way he wants. Playing into this image helps him get away with unethical, dangerous, and probably illegal business practices.
