If it could be done, I might be more in favor than against- because I'm more anti-choice in general about tons of matters and have an authoritarian bent. But logistically speaking, how might it be done? If there is no mechanism for women to pair off or consort with suitable males or vice versa, then its safe to assume that it'd just be impractical. Not everyone in the population is going to be fit to reproduce or be inclined to. The status quo at least works to some extent in that those who're inclined to become parents or find romance of some sort- will generally speaking.
I'm a forever alone type, so if the government wanted to require me to reproduce, it essentially wouldn't happen short of me being compelled into an arranged marriage the state forces on me or just having me donate sperm to some clinic. I'm not going to just be able to find a willing woman if it isn't in my nature. The state would need to arrange it for me if the state is unwilling to just allow me to be exempted from any such duties.

It is arguably what China plans to do in the future, and it looks like such an experiment might be a success if China gets the expected outcome, which they did in reducing their population. China believes in a top down approach to society where the state decides what'll happen. If any country can pull it off, its probably going to be China.
Logistically speaking, China probably won't coerce or force their population to have sex that could result in pregnancy. I imagine China will just find ways to collect sperm from their male citizens and ways to artificially inseminate their women and in that way, pregnancies will just "mysteriously" happen. Lots of complaining or attempts at getting illegal abortions might happen, but China will ultimately maintain control and just pull off a reverse of their one child policy if they need to at a future date.

Still, we should encourage people to eat healthier and take care of their bodies. And reduce pollution.

Realistically western countries will try to attract more immigration. There's plenty of people that want to immigrate from developing countries. There's other means like Assisted reproductive technology (ART), possibly cloning, etc. Governments can offer rewards/income support to women for having more children. If all else fails then maybe you'd see some places consider legislation.
Not that anything I'm writing here even matters. Frankly I think it's fucking stupid to suggest the average sperm count of men in western countries is literally going to be zero. I don't know what that expert's thinking. Maybe they were high or something. Anyway I'm calling bullshit.
