Now you could say all possible things. The further away in history you go, the more complicated the answer becomes. So choose your pick:

Some will say Serbia, because a Serbian shot the Archduke.

There is also Germany who joined on Austria's side and because of their hateful relations with France, that whole thing escalated.

There was also Russia who immediately joined Serbia's side. And because of their disagreements with Austria, they became enemies with Germany and the Ottomans, Russia's enemy, joined the Central Powers.

Possibly Britain who sided with the Ottomans in the Crimean war and thereby stopped the already unstoppable split of the Ottomans. Which lead to Russia hate the Ottomans even more and then (see above)

Oh right I forgot one nation outside of Europe: the US.

Why the US? Because if they wouldn't have revolted against Britain, the French revolution never happened, Napoleon never came, Germany didn't unite and WW1 never happened.

Every nation can be somehow be blamed for WW1. I just named some. I'm pretty sure some of the people in this thread have a wild fantasy and can think of even more examples.

Everyone. Not in the sense that "no-one is responsible because everyone was responsible" but in the sense of "everyone is responsible because everyone was responsible".

That being said, the argument that if Germany hadn't bothered asking the Belgians and had instead just gone right through and thereby somehow (I feel like I'm skipping a step here) kept Britain from getting involved may well have been the quirk of fate that made a regional war WWI.

In principle, WWI is the proof of concept of MAD. Consider Austria-Hungary's actions as the initial nuke, which then provoked a series of cascading responses that then created mutually assured destruction. Of course, at any point, the other powers could've chickened out (which in the case of MAD may mean deciding humanity is more important than revenging your dead populace) but that's not really the point. Though it is important to remember that war didn't seem inevitable... important leaders went on holiday after the assassination, for example.

A REALLY oversimplified primer

World War I, also known as the Great War, occurred between 1914 and 1918. The 'reasons' for the war are relatively trivial for an event of its size. Gavrilo Princip, a Serbian national assassinated Archduke Franz Ferdinand and his wife, prompting Austria to declare war on Serbia. Russia, who were allied with the Serbs and French( this will come to importance later), backed Serbia. Germany backs Austria and Russia mobilizes against Austria. Germany responds by mobilizing against Russia and then France mobilizes against the Germans. And so just like that, a small regional conflict balloons out to engulf all of Europe.

Here's why everyone started to mobilize one after one: The Franco-Prussian and Crimean wars were still fresh in everyone's minds. Miltary thinking at the time was if you could get to the field before everyone else you were basically guaranteed to win, so that's why everyone started to mobilize. That and the secret alliances that forced the hands of a lot of the states involved in World War I.
