Oakland has been facing a crisis as San Francisco has priced out even well off people, afluent white home owners have been displacing long time black residents of Oakland driving them even further outward in the Bay Area or out of California in general. As a privately funded project it seems like an effort to stem a trend that has already disproportionately effects the black community of Oakland which has been a large part of that city's make up for decades. Repeatedly we've seen so-called 'colorblind' policies that end up benefiting predominantly white residents at and ignoring marginalized groups.
Or it's just another example of how 'white people are the real victims or racism'. Your mileage may vary. But I thought I'd actually include the context so people's self righteous rage was at least focused on what was actually going on and why.
