MMP in practice can produce an non-proportional chamber. The NZ House for instance, has the theoretical capacity for wildly different single-member-district results that the number of 'balancing' members may be insufficient to make overall proportional. NZ also allows parties to be seated proportionally if they win just one district, while parties that don't, have to get a threshold (5% I think, too high, thresholds should be set at 100 divided by the number of members). The biggest problem there (insufficient balancing members) could be solved by having a standard number of them which would be exceeded as necessary when the vote is all counted.
