In this case, it's a little different. FDR was well known for his strongman approach to politics, similar to how LBJ conducted things. He used that approach to get the New Deal through, and I find it hard to believe that the concentration camps could have sprung up without FDR pushing for it.

It's oversimplified, but FDR very definitely wanted war with Japan and was deliberately pushing Japan's buttons in the hope that Japan would attack the US. You don't give another country an ultimatum to cease their war in another country or face US military intervention and then don't expect a war. FDR knew the Japanese would respond aggressively to his ultimatum (which was basically a military threat), even if he didn't know they'd blow up half the US Pacific Fleet.

Yes it does. Putting people in concentration camps due to their ethnicity does objectively make him one of the worst presidents. I'm not budging on this. I don't care about his economic reforms.

And Japan at the time knew they were threatened by the US as well, before FDR.

It certainly makes him the worst President in terms of domestic policy in modern US history. No other American President has established concentration camps for American citizens (i.e. the people he represents). If you don't think having literal concentration camps for US citizens who have committed no crime doesn't disqualify you as "one of the best" leaders in a country's history, then you have no ground to criticize Trump on.
