Yet FDR was the only President who has ever put US citizens who had not broken any law into internment camps where they were imprisoned with no legal proceeding after having their property seized by the state.

In this case, it's a little different. FDR was well known for his strongman approach to politics, similar to how LBJ conducted things. He used that approach to get the New Deal through, and I find it hard to believe that the concentration camps could have sprung up without FDR pushing for it.
