At that point, it's a question of interpreting the US Constitution. That's within the remit of SCOTUS.

On the point below, I stand corrected (though even more appalled), but I'm still not clear on this example. A state and US citizen negatively impacted by a state law, can challenge that law in Federal court (even if only by appeal against a state court ruling), but they can't stop the State from passing a similar law by challenging the State constitution?

In what meaningful sense is the US Supreme Court supreme, if it has a blind spot for claims by citizens that their state constitution violates the US one?

Why do you think the Pennsylvania Supreme Court can make ANY ruling which is not subject to Federal review?

In this case, because of the system of federalism established by the United States Constitution. Federal courts may hear cases concerning state laws if the issue is whether the state law violates the federal Constitution. The question at hand here, however, was not if the law violated the federal Constitution, but if it violated the State constitution.

The Pennsylvania General Assembly made a law. The Pennsylvania Supreme Court interpreted that law. As this was a matter of state law, the judgment of the state supreme court is final and binding in both state and federal courts. SCOTUS has no authority to review the Pennsylvania Supreme Courts interpretation of Pennsylvanian state law. In fact, such a review would be unconstitutional under the US Constitution.

There is no person in the United States, known to government or not, citizen or not, who is not protected by some part of the US Constitution. And state's rights can go fuck a coat of arms.
