You are aware a short position at 400 a share can payoff a lot more than a short position at 20 with much less upside risk.

The people at the real bottom don't have the spendable money to play in the stock.

Notably, with the advent of and availability of fractional shares (there's problems with buying/selling fractional shares, but we'll leave that for another day), people can get into trading by not going out to eat one night and putting $10 into the market and own a piece of GM, or tesla, or... gamestop.
