First of all, don't you mean CATriots? (Sorry, I had to) And then, just ban money. Yes, this can't degrade into yet another left-right debate, but if you get rid of commercial emails, maybe putting a speed and content filter, then that would be massively reduced, and then, living in a perfect world now, just have the technology to replace credit cards with advanced facial recognition programs, and that sort of scam can't happen. The cat's 'handlers' would have to be elected, if the cat was Prime Minister, President or other elected position.

Technically speaking, an AI would be at least somewhat competent and is not human. Perhaps more so in the future than the present. Still, human exclusivity bars more than just animals from politics.

Cats are not sentient creatures. Placing a non-sentient creature in a position of power is the equivalent of either
A) anarchy or
