You seem to be taking the "punish people" route, which doesn't work out that well in the long run. All you end up doing is wasting people's time and creating an underclass of people.

Punishment AND rehabilitation. I like prison programs like prisoners helping to train dogs for the blind or learning vocational skills. There needs to be more of these programs. For American citizen prisoners, vocational training could be an option and they could have fewer hours of forced labor to ensure they have time for skills training. Prisons also should have libraries and perhaps prisoners could take classes to learn how to read and write and be able to get their GED as well.

Oh how about access to psychological support, not caning?
Most crimes are committed out of socio-economic problems. There needs to be stronger welfare and healthcare.

Yes, if done properly and after a fair trial. Also, Michael Fay was a punk that deserved to be caned. I am happy that they didn't spare his butt from being caned just because he comes from a wealthy family. However, I think fewer strokes should be given. Three strokes is enough for most minor crimes. I am not an anarchist and I want to reduce some laws. Illegal immigrants are adults and most know they are violating a US law when they illegally enter and often illegally work. They need to be held responsible for their actions just like a thief would be. By brother would be a criminal. If the govt. catches him, he should be punished. It is not my job to help the govt. catch him unless I choose to make it my job.
