If a kids has any money they generally have like a couple coins. The idea that any kid is walking around with more then 20 dollars is absurd.

Apart from Gambling being illegal, workers credits are non-transferable between people. The only way you can spend them is in government registered shops. Gifts whether for charity or otherwise have to be given ad-natura (in material good itself).
