I dunno a species that can travel half way across the galaxy, avoid sending any signals of any kind, and basically invisible (Metaphorically) to human technology, they must be really advanced. The again I could be wrong. Of course maybe the aliens know that humans will not expect a monolith to be a sign and only want those who pay attention to little things will listen or something like that....
