Yes, that's perfectly fair if those are the established rules. The House of Representatives is determined by popular vote more than the Senate which is more of a statewide thing in that whoever wins should be representative of the most amount of that state as possible.
Representatives are voted in frequently and rule frequently. Whilst Senators are subject to the opposite where they're more deliberate and not subject to popular pressures to the same extent- having a guaranteed 6 years of term to be one of their state's prime leaders.

Trump set a precedent of governing by executive order to do a run-around on Congress. Biden could choose to do the same.
Alternatively, Biden could appoint two blue state Republican senators to his administration, where those states have a democratic governor that would appoint a democratic senator to replace them.
