Both republicans and democrats have done this at varying time and places. I think the most recent case was last year in the state senate in oregon the republicans pulled that and they couldn't reach quorum.

I'm not sure what the rules are on rounding them up. I know the sergeant at arms for the senate can round them up and force them back if they're inside DC, but I'm not sure what the rules are if they actually make it out of the district.
