I'd have to see if that's something they can do. The senate rules are a little arcane (to say the least), but I do know that if they can make such a rule without a quorum, it would likely also be reversible without a quorum.

They'd have a quorum. They have 53 Senators at the moment, and they don't have to wait for the electors to vote to pass the rule.

Edit: Roll Call Quorum requires the presence of 51 Senators.

Also, the Democrats are currently and narrowly favored to win the Senate, so when the new Congress is sworn in they'd most likely be electing Harris to be VP, not Pence. I'm actually confused as to where you read that the Republicans are favored to hang on to the Senate because, let me tell you, that is not what the pollsters are saying at all.

I’d say Shof should consider making an alternate history novel with these premises. I think it has potential for storytelling.

The terms of the President and Vice President shall end at noon on the 20th day of January, and the terms of Senators and Representatives at noon on the 3rd day of January.

If Pence's term as VP has ended, how can he become acting president?

How do the Dems reach 51? Graham losing in South Carolina? McConnell in Kentucky? Daines in Montana? Do the polls take into account the boon that Republicans will get from ACB's Confirmation? Ernst losing in Iowa? Tillis in North Carolina? I doubt that. It's looking like 51-49 in favor of Republicans, and that's with Democrats winning Arizona, Colorado, and Maine. And even then, I made it 50-50 in the OP.

Ernst and Tillis are behind in the polls in their respective state, yes, have you not been paying attention? It doesn't seem like ACB's confirmation has had any effect on any races, given that COVID is by far the bigger story of this cycle. You're overstating the GOP again.
