I mean, from a different PoV, religion is just a very cheap and exploitable commodity, and not exploiting it would be a political stupidity if the situation suits it. For example, if your goal is to increase foreign investment by curtailing labor rights, it's far more cost-effective to instead sell religion rather than selling the actual ideas you're trying to push.
