He's German for the same reason Hitler is seen as 'German' even though he wasn't born in Germany. Austrian culture did not exist as a distinct-from-German entity until far after Mozart's death, and "Austria" at the time was only a component of a "German Nation" in the Holy Roman Empire. Sidenote, Napoleon is French not because Corsica is French now (Corsica was part of France when Napoleon was born) but because he identified as a Frenchman and served as (to a definition of the word) France's Head of State for like 16 years, which is only slightly less than one-third of the time he was alive.

This. Because Austrians are mostly ethnic Germans, and the two were not considered in any way mutually exclusive during his time, this would apply. He would be both. Obviously he was not a citizen of the Federal Republic of Germany, or current Republic of Austria, but it is silly to assume that you have to be a citizen of the current Republics (which obviously did not even exist in Mozart’s time) to be ethnically German or that the modern Federal Republic of Germany has exclusive claim to all ethnic Germans who lived the past.

Trying to impose the post WWII conception on him is completely anachronistic.
