What really happened was he wanted his donuts. He couldn't catch the kid so instead of wasting more time trying to catch him in a normal way he decided to taser him so he could get back to his donuts faster.

Tasers are awesome. They draw law suits without being technically lethal. That's incredibly gay, as I've seen tasers save the lives of law enforcement, security, medical personnel,and patients when properly and rightfully deployed.
