Sometimes public information is out of date. Occasionally my family gets mail for my dad despite being dead for four years and having not lived in that house for longer. It's not some conspiracy to recruit the dead to vote, sheesh.

Long story short I called his county board of elections 6 years ago. when it happened 3 months ago I confirmed with the caller the country list they were using was current. 4 other relatives south east Florida, same story. Voter fraud hasn't occurred, there is just an open window for the fraudster to come in.

It really doesn't as much as you think it would. Casting votes from the dead is difficult, less so then completely fictional votes but not by much. The only times fake votes are cast are in cases where the democracy in question was already a farce, take the recent Belarus election of the infamous 1927 Liberian election. The simpler option to commit fraud is to just not count votes. And for the United States cases of uncounted votes in recent years have all been cases of incompetence rather then malice, and even then haven't had enough votes to swing any election.
