High, sure. But they're still in the same league as Estonia, Poland (liberal democracies) and lower than Lithuania. Finland, one of the wealthiest countries on earth, has only 2 fewer suicides per 100,000. Sure, it's not ideal but it's hardly society breaking.

And notice how the #1 nation in your own source is Lithuania, a democracy that has and does accept immigrants and has not 'paid dearly' for industrialization.

They have the highest suicide rate for different reasons, namely the catastrophic collapse of the Soviet Union, economic stagnation and a few other causes.

The main factors linked to suicides in the region are GDP growth, demographics, alcohol consumption, psychological factors, and climate temperature.

The suicide rate is still a major social issue in Japan and SK, so much so that the governments have recognized it and are actively creating measures to combat it. And it is a price of relentless pursuit for economic growth.
