Hezbollah is considered a terrorist organization because it maintains a militant arm that has carried out terrorist attacks and massacres in the past two decades. Several governments distinguish between Hezbollah as a political party and Hezbollah's militant arm - which most in the West would consider a terrorist organization. Others do not. It's rather like how the IRA was the militant arm of Sinn Fein for awhile.
