Persecution of who? There aren't any Azeris in Artsakh that I know of.

I was talking about ending one of the main sources of the problem - that is, Azeri policy and teachings regarding Armenians and the views held within Baku, as I think it would be a more permanent solution than establishing a buffer zone.

The buffer zone is nothing but a waste of time for the Caucasus. Turkey, Azerbaijan, Russia, Georgia, Iran and Armenia should be at the table of agreement. The Government of Armenia Should Now Quit This Armenian Expansion Policy and get along with its neighbors. I was calling it lite-Naziism because Baku lacks the economic and most political policies present in Nazi ideology AFAIK, but the social aspect between races is definitely Nazi.
