That’s the deadline, ballots will still be counted during that time frame. They’ll just add the new votes into the totals

You can't, but you can decide in the last few days of the period and take the fact that postal ballots take a while to get to their destinations into account.

Well he did tell former Governor Bevin in Kentucky last year to provide hard evidence of his allegations of massive fraud or step aside so he does have some consistency on this.
