I could fully see him voting in favor in that case. He might not like Trump but he still is a Republican and sees the opportunity this is.

Honestly I think even Collins is gonna vote in favor of it. She has to see the writing on the wall. Voting No won't win over any liberals to vote for her and the base would abandon her en masse. She's probably gonna lose anyways but if she wants any future in politics she needs to stick with the party and vote Yes.
