People stand in line for hours to view Mao's body. If you ask Chinese people to name who they think are great leaders, 90% will name Mao within the first 3 names (I have asked several Chinese people this when I lived there). If Chines epeople really hated Mao, the Chinese would have revolted against Mao and the Communist Party. There were revolutions in many countries over the years, but China has kept the communist party which shows they like being controlled with an iron fist. Xi Jinping's name is often said as well as a great leader, but Hu Jintao's name was never mentioned when asking people who they thought were great leaders.
Qin Shi Huang was a power hungry jerk who did many evil things. However, he united the country and is a key figure in China's history. Perhaps he inspired many emperors to rule with an iron fist including Mao and Xi Jinping (basically a Chinese emperor dressed in a modern western suit). Suppressing Mongolian language is just one way to unite and control the country even more.

"Shi Huangdi brutally suppressed dissent. Some accounts say that 460 scholars were rounded up and executed, and the texts they had used to criticize the government were confiscated or burned. Citizens of all ranks were encouraged to inform on one another; those convicted of crimes were executed, mutilated, or put to hard labor."
That…none of that addressed what I said.
