I’ve been listening to this radio station on a live stream, UVB-76. It’s nickname is “The Buzzer” due to the fact that it only buzzes. 24/7 to be exact, only with the interruptions of occasional voice messages.
Yesterday, I heard Morse code underneath the buzzing. My attempt to translate it had little to no success, the only thing I could make out was 4Z-Z.

I know from a similar case that radio stations need to be on the air for a certain amount of time per day to keep their licence and call out their FCC-assigned signs (which is what I presume the voice recordings are).

There was a similar case that I heard about a while back where a radio station in the process of being sold would play recordings of JFK speeches.

I've heard about this channel before (or one similar to it), and from what I remember it was created in the 70's or 80's, and occasionally something will interrupt the buzzing by saying Russian names, and one of the speculations is that they were hostages, missing people, or people wanted by the government. It's been a while since I heard about all this and it could be another one that i'm thinking of. I honestly didn't know people just listen to it in their free time though. Kinda cool, actually.

He figured it was a station that held the frequency for military use should the need arise. In other words, they keep others from using the frequency by broadcasting a loud buzzer so they can keep it open in case they need to use it to get information out in times of crisis. I'm inclined to agree with him.

And the talking is just whenever the dudes holding it down are drunk on vodka and fucking about, I suppose.

UVB-76 is a beacon likely used for testing receivers. The Russians possibly also use it to test their long range DFing capability to make sure they're getting good lines of bearing. It has nothing to do with Dead Hand, that involves rockets with transmitters on them being launched when a nuclear blast is detected. As for military communications, all non third-world militaries and even civilians have access to frequency hopping systems that are far, far less susceptible to electronic warfare effects than a fixed frequency.
