Ideally a place with lots of Fresh water. Previously there was a need to build on the coast and or major riverways. However, this is no longer the case modern transportation allows and being built on riverways and coastal areas raises the cost of housing due to limited land.

Now once you have a fresh water source in piping distance it is best to build a city on flat areas of land as this keeps housing prices low and minimizes choke points.

This is why cities like Dallas are growing more quickly than others.

Then again, Dallas is sorta in the Middle of Desert Are of you go far enough.

Not really we are surrounded by several man made lakes. And our reservoirs have been at capacity for years.

Dallas is on the southern of the great plains which means we gets a decent chunk of rain with a drought every 4-5 years.

Is this really a matter of discussion? I think research has been done to find the answer. With the development of technology, socio-economic factors are becoming more important, although of course they stem from geographical advantages and disadvantages of a location across history.

Especially since a nitrogen-oxygen atmosphere within a balloon is able to provide sufficient buoyancy at an altitude with vaguely Earth-like temperatures and pressure, with enough atmosphere above to shield from some radiation.

There's still the sulfuric acid though (Teflon?), as well as the need for justification of them being there as opposed to elsewhere.

To be fair, since the atmosphere of Venus is the most Earth-like place in the solar system due to the atmosphere, there wouldn't technically have to have a reason for them to build a city there other than "We need more living space" or maybe "This is a good first step in interplanetary infrastructure" or the more obvious "This is the best place for us to be so lets go there". It seems feasible in the near-future (certain gases are still problematic) but in my opinion it is one of the best places to have a colony set up if your going with a sci-fi theme.
