Nobody actually has to stay home from work though do they? And if people just went into work despite the health risks, they wouldn't need to steal.
Yes people would definitely choose to carry on as usual when the health services have collapsed and they know that if they or their families become ill they'll likely die on a trolley surrounded by the smell of faeces and people screaming in pain. They will embrace this all as an inevitability, in spite of the example provided by all the other countries who weren't complete idiots and did not have this happen. This is surely how mental health and human psychology would respond to such a disaster.
