The medical applications, at least with regards to neurological disorders reminds me of the Vagus Nerve Stimulation implants for preventing and/or reducing partial seizures. I wonder though how this chip would go about it? The VNS routinely sends electrical pulses to the brain to reduce and prevent seizures while the newer models monitor heart rate and determines that an elevated heart rate (which is normally experienced before a seizure) is reason enough to send a stronger pulse to the brain. Of course it also has a manual means of triggering the stronger pulse via a magnet.

If it isn't just Musk blowing smoke then I have to wonder if there's more to it than a mere chip, as is the case with the VNS which is connected to the heart and the vagus nerve in the back of the neck.
