The cops just formed a conga line behind him instead of actually doing anything, and then suddenly escalate it for no reason. The jarring jump from doing creepy weirdness to using extreme force is just bizarre behaviour on the part of the cops.

So, Vassenor's refusal to engage notwithstanding, the video shows the women involved (presuming the same women causing the disturbance were the ones in the video) were black women.
