To give you an idea, I work with the government. I know of people right now. who have degrees and six figure salaries that are paid to sit in a basement, and do nothing. They watch some servers. They don't fix them if they break. They call someone else. They just sit and do nothing. Why? Because the contractor needs to have someone like them on the payroll in order to get the contract, so they can say they had them on the books. Even if they don't need them to do the job.

That doesn't explain the voting history of this district going back to 1963, so that's unlikely to be the cause.

Also, there's between 42,000 and 52,000 Somalis in all of Minnesota. These estimates include people born in Somalia and of Somalia descent. At the same time, the population of Minnesota's 5th congressional district is 718,000. If everyone from Somalia (and their descendents) live in the 5th district, they still don't make up 10% of the population.

It's very doubtful that they are swinging the scales anywhere.
