Maybe. The statute surrounding that reads super confusing to me - it appears to have an exception for rifles with a barrel length greater than 16 inches, but it's all written backwards, and all the clauses around it involve hunting, although the one specific one doesn't.

(Which makes sense in a certain kind of way - a 16 year old out on his own hunting with a rifle is totally normal. It's no doubt what the legislators were envisioning when they wrote it.)

I'm not outraged, just shaking my head at why they thought cuffing a man who is paralyzed was necessary.

I get that it's standard practice for cops to do that but in this case they should have used there better judgment. Cuffing a man who can't walk to a bed is nonsensical.

Is it though? He's a celebrity now. It's much harder for someone to help him escape if he's cuffed to the bed.

Somehow I suspect that the Sheriff of Kenosha county is a bit more representative of policing in Kenosha county than one Black person is of all black people.

We usually use other lockable "soft" restraints during such procedures, or insure the PT is going to be compliant via IV injection prior to going in.
