I would say it was excessive if he had not the INSANE history that this man had. The police wouldn't feel the need if it was just a normal guy trying to get to his car, but this wasn't a "normal" guy this was a violent rapist with a known history.

Being discriminated against continuously for 120 years straight, and enslaved en mass before that, in a system that only officially ended a generation ago, might do something to breed culturally-ingrained distrust of the system that fostered that discrimination's successor. It doesn't hurt that that system is still alive and well in many of America's southern rural sectors.

Incidentally, this is why I rate lived experience as a second-rate thing compared to empirical evidence. It's colored by biases of all sorts.
