He's not crazy all the time, but he does get carried away when he has an audience and wants to "surprise" them. I'm pretty sure the first time he said "vote both ways" it was a crazy impulse, it wasn't something he'd given any thought to. That's my definition of crazy: doing things you didn't mean to do. Hydrotrumpyquine isn't quite the same: he started trying to give a good news story, got in a bit too deep on the technical stuff and THEN made the crazy decision to put himself on it.

Making snap decisions because you're under genuine time pressure isn't crazy. A fighter pilot in combat, a lightning chess player, many other kinds of games. Making snap decisions and going with them, when you actually have time to learn some more and make a more considered decision, that IS crazy in my book.
