33 states have laws requiring electors to vote for their pledged candidate. Only 14 of these states have mechanics in place to void and replace faithless electors - five states (two belonging to the aforementioned 14) have fines or jail time as penalties, though three of those don't have a mechanic to void the vote, it gets counted

So essentially faithless electors are banned in 14 states.
