Established in Article II, Section 1 of the U.S. Constitution, the Electoral College is the formal body which elects the President and Vice President of the United States. Each state has as many "electors" in the Electoral College as it has Representatives and Senators in the United States Congress, and the District of Columbia has three electors. When voters go to the polls in a Presidential election, they actually are voting for the slate of electors vowing to cast their ballots for that ticket in the Electoral College.

The Constitution was written in 1787, sent to the States on September 17 of that year, went through ratification and came into force on the 4th of March in 1789. What you say about how it works is true, and so a candidate must receive at least some popular votes to receive any electoral votes.

To put a finer point on it, the Dems are going to control- likely precariously- the elected branches of the government for the next two years at least. By that point there will be 1001 new controversies that've dominated the news cycle and all anyone will remember is that there's a conservative supreme court.
I expect the democrats to do absolutely nothing with that time, by the way.

The number of supreme court justices was fixed at nine by federal law. You'd have to get congress to actually pass a law changing it in order to pack the courts.
