You have an awfully romantic idea of what revolutions are actually like. They are not clean simple events, they are messy, grimy, and very often result in a lot of bloodshed. More often than not, the ideals of the revolution will be corrupted beyond measure, and the power structure that comes out will be totally unrecognizable from that desired at the beginning.

The only way this ends quickly is if Putin miraculously backs down, which given how important keeping Belarus in the Russian sphere is for the security of Russia, is some weapons grade fantastical thinking.

Otherwise, we are, at best talking about the Western world playing a spy game with one of the greatest intelligence operatives of the 20th century, or at worst initiating a major, possibly nuclear, European War.

In short, this isn't going to be a quick affair where you get another neoliberal democracy.

Well unfortunately for you, you can't insta-switch form dismantling nuclear power plants to rebuilding. Those require different skill-sets, which means re-managing of workers, which means extra bureaucratic work, which means less of other issues being done, and the economy wil still be in a total mess while the power plants are being constructed.

Yeah IMO you're right, but anti-nuclear sentiment in those countries means the governments think it's too much of a political risk. And honestly given how tightly populated their local region is, an accident on Chernobyl's scale would displace millions, so I get why they distrust them.
