It's better because they know who the cases are linked to. They haven't found the source of the infection, but two Americool coolstore facilities have been closed, one in Mount Wellington in Auckland, and the other at Auckland International Airport, with surface testing being conducted.

At the moment the Ministry of Health thinks it's human-to-human, but they're investigating all possibilities. Picking it up off packaging would be the best case scenario, dependent on arrival, but would cause some headaches for imports and exports.

So they skip the third phase of the test and use it on a large scale.That doesn't sound like a good thing.The third phase involves hundreds to thousands of people and lasts for months.It usually takes months for regulators to review the vaccine after that.So the Russians skip at least half a year of research and development.If there are some problem with this vaccine, many people around the world will not dare to accept other vaccines.It will hurt people's confidence in the healthcare industry.

The Supreme Court, in DeShaney v. Winnebago County DSS (1989)
