Just to be clear: I think that's the Moderna vaccine, not the ChAdOx one that was being discussed just above your post (while Cambridge/AZ have been talking about a US-based trial, I haven't heard any announcements about it beyond "we're going to do one").

Part of the process of regulation is ensuring that production on a wide scale is medically safe. I do not think you are are how even minor changes in the production method can change a drug as healthy and effective to something that might not be effective or healthy. Scaling up production is not a simple as you make it.
