Why would you reject someone for being on housing benefits in the first place?

I am not really sure of the law in this area and have to defer to you. I though the tenant had to pay a minimum of 28% of gross income not matter the federal subsidy

yeah there is. And the other issue is they prevent unmarried couples from cohabiting.
